Homeowners often get bids that range from $5,000 to $22,000 for the same fence and have no idea why. The difference almost always comes down to post depth, concrete footings, material grade, and whether the contractor is actually licensed or just a handyman crew doing fence work on the side.

This is where cheap bids cut corners. Virginia clay soil and freeze-thaw cycles require posts set at 30–36 inches with a full concrete collar. Posts set in dirt or pea gravel at 18 inches will lean within 2–3 winters.

Fence Height

A 6-foot fence costs 30–50% more than a 4-foot fence of the same length. Taller boards, longer posts, and larger footings all increase material and labor.

Gate Count and Type

Each walk gate adds $600–$1,200. Double drive gates add $1,500–$3,500. Arched estate gates start at $4,000+ with proper hardware.

Site Conditions

Rocky soil increases excavation cost. Steep slopes require extra work for proper grading and consistent fence height. Tight access adds hand-work cost.

Permit Requirements for Fences in Loudoun, Frederick, and Winchester

Most residential fences under 6 feet in Loudoun County do not require a building permit, but they do require a zoning compliance review and must meet setback rules. Here is a quick breakdown:

Loudoun County

Fences up to 6 ft in rear/side yards generally do not need a building permit. Front yard fences limited to 3–4 ft. Corner lots have sight triangle restrictions. HOA approval often required before county review.

Frederick County (Winchester Metro Area)

Most residential fences do not require building permits but must comply with zoning setback ordinances. Rural properties have more flexibility. Check for "Critical Root Zone" requirements near protected trees.

City of Winchester

Winchester requires a zoning compliance review for most fences. Historic district properties have additional design review requirements. Fences over 6 ft require a building permit.

Pool Code (All Jurisdictions)

Pool enclosure fences must be minimum 4 ft tall (most require 5 ft), with self-closing/self-latching gates that open outward. No gaps over 4 inches. Latch must be 54+ inches above grade or on pool side. We handle all pool code compliance.

5 Red Flags When Getting Fence Quotes in Virginia

  1. No mention of post depth. Any contractor who does not ask about or specify post depth is planning to install posts at 18–24 inches. That fails in Virginia clay.
  2. No written contract. Verbal fence quotes with no written scope are how homeowners end up with a different fence than they agreed to.
  3. No insurance certificate on request. If the contractor hesitates to provide a current certificate of insurance, walk away.
  4. Material grade not specified. "Wood privacy fence" could mean #1 cedar or #3 SPF (Southern Yellow Pine) of the lowest grade. Ask for the specific material grade in writing.
  5. Payment in full upfront. Legitimate contractors request a deposit (20–30%) with the balance due at completion. Full payment upfront removes all accountability.
